The 2008 Hallowe’en event was released on October 28th, at the same time as the Swept Away quest.
To start the Hallowe'en event, players have to travel to Maggie's encampment, north of Rimmington and south of Falador. She asks the player to collect treats for her.
During the event, players have to bring her six clusters of delicious popcorn balls, four tempting chocolate drops and five tasty hard candies by going around Rimmington, Port Sarim and Draynor Village doing trick-or-treating. Each non-player character in those areas can only be trick-or-treated once, though shopkeepers and their assistants can both be done. Any character that is killable cannot be trick-or-treated.

Players who look in Maggie's Cauldron will learn the Trick emote after talking to Maggie about the event.
Reward
Once all the items have been collected, players return to Maggie for their reward. Players will get a Witch top, Witch robe and either Witch bottom (for males) or Witch skirt (for females).
Trivia
Players who have completed Desert Treasure and the Ghostly Robes Miniquest do not need to talk to Wendy about a costume, as Ghostly Robes seem to also scare people.
