This item is obtained through a part of Distractions and Diversions, in Balthazar Beauregard's Big Top Bonanza. It is a random reward for players who earn between 501 and 1000 points in any of the circus minigames.
Trivia
There is a glitch with the hood. If a player wears the hood for a while, they may become bald.
