The banker's note is a monetary writ from Urist Loric to Darren Lightfinger. It is compensation from Urist to Darren, as the toy baby dragon Darren had commissioned has been stolen. Urist unknowingly hands the writ over to the thief who stole the toy, on the orders of Darren Lightfinger.
