It can be bought at the Blurberry's Bar, South-East corner of the first floor of the Grand Tree. Tortoises can drop them on rare occasions.

It can also be received from the rare drop table, but only if players have tier 4 luck. Obtaining it as a drop in this manner indicates a failed 1/10 chance roll for Hazelmere's signet ring.^[1]
