The broken disguise kit is obtained by using the nightstone, daystone, lava ball, and mysterious bottle on the underwater disguise kit, as part of the Mod Deg trading sequence. All four items must be in a player's inventory at the same time.
It may be given to Feng, the Bounty Master to obtain a signal horn.
