Captain Ethar is the Void Knight in charge of the Conquest minigame involving the Void Knights. He is located in an office on the northern peninsula of the Void Knights' Outpost, along with Knight Dorian.
Ethar explains to the player what Conquest is, and also offers a short tutorial on the minigame, in addition to giving out the rewards for the minigame which use the same system as the Void Knights in the Pest Control minigame, with the added reward of a Void knight deflector.
