Chains are used to make the ghost costume used to scare Ebenezer Scourge in the 2009 Christmas event. You can get the chains by searching through the barrels in Ebenezer Scourge's house. If you drop it you can always get another by searching through the barrels in Ebenezer Scourge's house.
