Blanket customisation applies to items that are replicated throughout the citadel. Modification access is restricted by Tier level, but you must be able to provide the resources also (for example, if you can't make precious bars yet.) The basic item already exists in the citadel for each of these - building new ones merely overwrites the old ones.
