This item is obtained through a part of Distractions and Diversions, in Balthazar Beauregard's Big Top Bonanza. It is the first reward received by players who earn between 1001 and 1200 points in any of the circus minigames. If you lose this item you can talk to Balthazar Beauregard to get it back.
