After completing the Elite Desert Tasks, the Weird Old Man can be talked to once a day to claim 40 noted potato cactus. The Old Man is found just outside the Kalphite Hive, and the fastest way to reach him is using the fairy ring code biq.
With only the medium or hard tasks completed, you can still claim 20 (104,980) and 30 (157,470), potato cacti respectively.
