Cryptic Clue Fest III is a puzzle event which is similar to Cryptic Clue Fest and Cryptic Clue Fest II.
According to July's Behind the Scenes news article located on the RuneScape homepage, "Successful sleuths will gain insights into a future game update, as well as an exclusive item."
The new rewards for this years Cryptic clue fest 3 can be found in your toybox at your player owned house.

Mod Timbo revealed that the Cryptic Clue Fest III will be released on the 19th of July.
According to Mod Timbo when he visited a future updates clan, having completed a previous Cryptic Clue Fest will give the player a different experience than one who has not.
Possible Clues:
Larger letters appear in the message.
There appears to be letters in bold throughout the message. Similar clues for other updates have been given in this form, such as from the chaos elemental.
This Letter is also about Clan Citadels.
This image was released on the runescape Facebook page on the 17th of July 2011. When decyphred it reads: CryPtIC clue fEst three.
