It was removed because a lot of people convinced some people who were visiting the black hole to drop their disks, because something cool would happen. This was a scam that would not only trap those players in the black hole, but also allow the banned player to exit it. This ended as Jagex had to rescue the lot of people who fell for this scam, and thus the black hole ceased to exist, and the disk shop also closed.
