Dog hair is one of many ingredients the apothecary needs to make a sobriety potion along with a cabbage and a rotten tomato. The hair is found in the dog kennel next to Gertrude's house south of the anvils in west New Varrock by not pulling your hand out until all of the options have been chosen.
