The farmer's cuffs are a prize from Treasure Hunter or as a reward from Cabbage Facepunch Bonanza that boosts Farming experience by 1%. Wearing all five pieces of the farmer's outfit will give 1% bonus experience in addition to the 5% from the individual pieces, for a total of 6%.
From 9 May 2014 to 12 May 2014 23:59 UTC, it was possible to make farmer's cuffs by combining 100 magic beans and leather scraps.
Wearing these now gives you the ability to harvest belladonna/nightshade without taking damage.
