Hailong helps Yinteng with the Zodiac Festival and can be found north of the Lumbridge Crater. He is found next to Yinteng.

He must be given 4-dose strength potion, restore potion, and agility potion to complete the "Potions" task for the festival, which rewards 350 zodiac talismans. The items must be unnoted and handed in at the same time.
