The File for Wanda the Fish is an item used during Rocking Out. It is obtained by searching the evidence cabinets upstairs in the Rock Island Prison. The Locker Officer in the storage room will exchange this file for the brooch needed in the quest. The file is identical to many other useless files found in the cabinets for other prisoners.
