The fishing jacket is a reward item from the Fish Flingers minigame that can be bought with 140 fishing tokens. Once bought, this item can be reclaimed freely from any of the fishermen running Fish Flingers. Players wearing the fishing jacket will receive a 1.25% bonus to all earned fishing experience.

This jacket is a constituent of the fishing outfit which consists of the following items: fishing hat, fishing jacket, fishing waders, and fishing boots. A player wearing the entire fishing outfit will receive an additional 1.0% bonus beyond the 4.0% bonus provided by wearing each piece of the set—thus providing a total bonus of 5.0% to all earned fishing experience.
