Fishy prison uniform top is a quest item used in the Rocking Out quest. It is obtained after goading the guards to pour stew on the player's uniform by using a tin cup on the cell door, after the player's request for stew is denied. It's used later in the quest to bait a seagull. This item will disappear from your inventory when you leave the Rock Island Prison.
