Flickering energy is a type of energy associated with the Divination skill. It can be collected from Flickering wisps, located north of Falador, at level 10 of Divination. Each harvest gives 1 Divination experience, and Flickering memories can be converted to Flickering energy for 1 experience, with the exact amount of energy per memory depending on your Divination level.
