Flypaper can be found in the gardening shed on the west end of Sinclair Mansion. It is used during the Murder Mystery quest to lift fingerprints from a number of silver items that belong to the people suspected of committing the murder of Lord Sinclair.
It has no known use after the quest, and cannot be traded. There is a glitch that when you have it in your bank its called "flyp aper."
