Changes: Forum:Halloween theme

Since the Halloween event came out last week, I updated the theme to be more Halloween-ish like we do most years. Right now I'm just using the same bg image as last year, but I have one in mind from this year's event. Let me know your thoughts. Suppa chuppa ^Talk 22:38, October 13, 2018 (UTC)
