Gaol is a music track. You can't unlock it to the north of Wilderness Bandit Camp as hint says (It's probably a bug). You can only unlock this track at Gu'Tanoth.
It is amongst the most remote and forgotten music tracks even when it's F2P. It is short and simple track, and very silent, you may have to turn voice higher than normal to hear it well. It may have been intended to give a feeling of presence of something ancient, thus it's a good wilderness/adventuring track for some players.
