The gavel is a reward for completing all sixteen court cases. Part of the gavel's colour is determined by the colour of your default shoes which can be changed at Yrsa's Shoe Store. The gavel will also give the player an "Order!" emote. It requires 65 Attack and 65 Defence to obtain, but not to wield, and has tier 1 melee bonuses.
