Gully's lament

On the Islands That Once Were Turtles, speak to Quartermaster Gully. Select the miniquest option, then go through all the chat options, make sure you press "Enough questions. Let's move on." at the very end to progress forward.

Skulls of the skulls

Getting information from one of the skeletons.

Go up the first watchtower just inside the fort, and speak with the skeleton of the Skulls pirate. Enter the second watchtower slightly north-east, and speak with the skeleton of the Skulls mercenary as well. Finally, go to the top of the observatory, and speak with the Skulls thief's skeleton. Speak with the Quartermaster to complete the miniquest.
