This rune contains the soul fragment of the Blue master from the old Tower.

The glowing law rune is used during Rune Memories to trigger flashbacks. Each rune holds a specific soul fragment of a member of the old Wizards' Tower, with the Glowing law rune holding Unaia the Blue.
