The hefty tax bag is used during The Fremennik Isles quest for collecting taxes from the shopkeepers and more inhabitants of Jatizso. It is originally an empty tax bag, then as more taxes are collected it becomes a light tax bag, then a normal tax bag, and finally a hefty tax bag.
