The High Emissary is a character in the first RuneScape novel, Betrayal at Falador. The Emissary described himself as a "servant" of the chaos god Zamorak. For devout loyalty to his god during his natural life, the Emissary has been given a spiritual purpose in death, appearing before those Zamorak feels can serve him.

The Emissary appeared in visions before Kara-Meir three times. The second time, Kara-Meir believed him to be Zamorak himself; however, he claimed to be but one of many divine agents to Zamorak. Each time he appeared, he offered Kara-Meir the chance to be accepted by Zamorak. However, she refused each of these times, after which he never appeared before her again. After the third refusal, he told Kara-Meir one of her friends would die on the battlefield for refusing him.
