The hooded pirate can be found on the far east coast of Mos Le'Harmless, just past Trouble Brewing.
He will give players a crumpled note which they must follow. The note leads to a treasure chest west of the pub on Mos Le'Harmless, which the player can search to find the black coin. This can be given back to the hooded pirate in return for a second crumpled note. This one will send the player to the Odd Old Man where they can receive the rotten journal after telling him the darkness is coming because the stars start to dim.
