Ice Blitz requires a Magic level of 82 to cast and can freeze your target, immobilising it for 10 seconds, or 5 seconds for players. It requires five water runes and a blood rune to cast. The base damage of this spell is 787, and it scales up to 864 at 90 Magic.
As with all Ancient Magicks spells, the quest Desert Treasure must be completed to cast this spell.
Remember, you cannot use Lunar spells or standard spells if you are using Ancient Magicks.
