The jewelled golden statuette is found in the Pyramid Plunder minigame. You can only obtain this statuette if you have Luck enhancer of tier 2 or above. This may be sold to Simon Templeton for 7,500 coins. After completing the Dealing with Scabaras quest, players can gain the ability to sell Simon noted artefacts.
One jewelled golden statuette can be used to recharge a pharaoh's sceptre, and one jewelled golden statuette and four golden artefacts can be used to recharge the sceptre of the gods by speaking to the Guardian mummy.
