Kerapac , the self proclaimed 'Observer' is a Dactyl Dragonkin and the creator of the Queen Black Dragon. He is experimenting with the Dragonkin race to free them from Jas and the Stone of Jas.
History
Like all Dragonkin, Kerapac was cursed by Jas to watch over the Stone of Jas. However, rather than allowing the curse to sumbsume him and giving in to rage, he has fought off Jas' curse through means unknown, allowing him to carry out experimentation in the hope of finding a cure. Many of the dragons seen today throughout Gielinor were created as a result of his attempts to save his race from the enslavement to the stone.
The earliest knowledge of him is obtained through the first, second, third, and fourth dragonkin journals of which he is the author. They respectively detail his creation of the Queen Black Dragon, and his later attempts to make it breed with the King Black Dragon. He deemed all subjects created to be failures, and released many of them into the wild with the exception of the Queen, who he hoped would be useful in his future plans.
The following occurs during the quest One of a Kind
Operating from his laboratory in Daemonheim, Kerapac continued with his experiments to free his race. During the quest One of a Kind, Kerapac spots one his failed experiments - the sole surviving White Dragon, named Therragorn flying over his abode. Attempting to eradicate her, he blasted her out of the sky with Dragonfire. The act also injured her two riders, the legendary Illujanka Hannibus and the adventurer. Kerapac revived the adventurer in his laboratory, and promised to do the same to the mortally wounded Hannibus - if the adventurer agreed to cooperate in an experiment. Kerapac then revealed his imprisonment of a Necrosyrte Dragonkin, the powerful Strisath. The adventurer - utilising his Divination skills and his position as The World Guardian defeated a physical manifestation of Jas' curse of the Dragonkin, the Echo of Jas. In doing so, the adventurer managed to free Strisath from the rage of curse - albeit temporarily, which fascinated Kerapac. Following this, Kerapac made Hannibus a deal. Kerapac offered to attempt to restore the fertility of the Dragon Riders, if Hannibus stayed within Kerapac's laboratory as Kerapac believed it would be mutually beneficial - for research from Hannibus would perhaps provide Kerapac with new insight into the curse.
Kerapac's current whereabouts are unknown, but it is likely that he remains experimenting within his dungeon, in an effort to save his race from their enslavement.
Abilities
Kerapac is extremely powerful, as he has been fighting against Jas' curse and seemingly continues to do so to the present day. Like all Dragonkin, Kerapac has the ability to breath dangerous fireballs, capable of knocking a dragon out of the sky.In addition, he changed an egg from one race into an entirely different race by using his magic and lifeblood. This, coupled with the mutilated remains of Grotworms and Strykewyrms within his laboratory all hint at his extraordinary physical and magical prowess.
He appears to possess a rationality unseen of amongst his race. This has led him to various experiments, which have resulted in the creation of the famed Queen Black Dragon. He is also known to have utilised the power of the Abyss in his creation of the deadly Celestial Dragons, as well as having created the Metal Dragons by pouring molten metal inside of eggs and infusing them with his magic.
