A Mind talisman staff can be made by combining a mind talisman with a runecrafting staff. The mind talisman and staff can be combined by using them on the mind altar, which grants 27 Runecrafting experience. Runecrafting staves are sold at the Runecrafting Guild by Wizard Elriss for 10,000 Runecrafting guild tokens. To obtain the Runecrafting staff to attach the talisman to, an indirect requirement of level 50 Runecrafting is needed; in order to enter the Runecrafting Guild and play The Great Orb Project minigame to earn tokens to purchase the staff.

The staff is used in the Runecrafting skill. It is similar to a mind tiara in purpose, as it can be equipped, allowing players to left click on the mind altar to enter it and save an inventory space when crafting runes through not having to carry a mind talisman. Jagex have also said that the staff can also be used for "distracting the eyes in the Abyss to help you sneak past". It cannot be used as a substitute for mind runes when casting Magic spells.

Because of its lack of accuracy, the staff is rarely used in combat although players can still be seen with a talisman staff at the clanwars minigame.
