Toadflax potion (unf) are used to create Saradomin brews. Because these are often used to train Herblore, and adding Clean toadflax to a Vial of water gives little experience, many players avoid the tedium of making unfinished potions and buy them directly from the Grand Exchange. This opens up an opportunity to make unfinished toadflax potions for profit.
You can sometimes make money by just using clean toadflax on a vial of water, but the real trick is using portable wells and the scroll of cleansing. The former is a Treasure Hunter reward that can be bought and sold on the Grand Exchange and gives a 5% chance of making an extra potion, while the latter is a Dungeoneering reward that costs 20,000 tokens and gives a permanent 10% chance of not using up an ingredient when making potions. The bonuses of these two items increase the number of unfinished potions one can make, and the portable well also makes the process less click-intensive. With a portable well placed next to a bank chest, an inventory of ingredients can be turned into potions with just two mouse clicks, two key presses, and very little mouse movement since potions can be made by just clicking on the well and pressing spacebar as opposed to using an ingredient with a vial of water.
Before buying the ingredients in bulk, make sure that the method is profitable by making one unfinished potion and testing the profit. It may be worthwhile to put in an offer for clean toadflax at a lower price, so they don't buy instantly but they steadily come in. Withdraw 14 toadflax and 14 vials of water using a bank preset and click on the portable well. A menu will open, with Toadflax potion (unf) selected as default. Press spacebar to make-all. After the inventory is complete, you should be left with 14 unfinished toadflax potions and probably a number of unused herbs that the scroll of cleansing saved. Click on the bank chest and deposit your inventory and withdraw 14 herbs and 14 vials of water by using the bank preset, and repeat.
There is usually a portable well placed and maintained by someone else next to the bank chest in the Lumbridge Combat Academy in world 84. However, if there isn't one and no-one else provides one within a reasonable amount of time, you may have to use your own wells. Assuming the portable wells are bought at Grand Exchange prices, this will cost 430,068 coins per hour and bring the hourly profit down to 3,182,568 coins.
Once you've finished making your potions, sell them on the Grand Exchange. Maximise your profit by buying one unfinished potion instantly, and selling all of yours for slightly less than that. For large batches of potions it could be benficial to put up a notice in the Marketplace section of the RuneScape Forums.
