Netting is found upstairs in Sir Ceril's room after ripping down his curtains in the Carnillean Rising quest. Netting is used in combination with a spider to create a cobweb for the hole in the Carnillean mansion's basement kitchen.
After the Spider and the Netting are both obtained they can create an Ominous portal.
