This NPC is located in the Wilderness Bandit Camp. It is recommended to skull yourself prior to entering the camp, or else you will be attacked by multiple aggressive high-level Bandit Brawlers.

Noterazzo is the owner of Bandit Duty Free, an un-taxed general store located in a small settlement of outlaws in the mid-level Wilderness.
His shop is notable for selling various high level supplies, such as reinforcing plate, stones of binding and algarum thread, among other construction supplies and a standard general store stock. Additionally, his shop is one of the only places to get bloodweed seeds.
When attempting to speak with him without a skull, he will tell the player that people like them are not welcome here and advises them to show their blood lust.
As the Bandit Camp is in the Wilderness, players should be wary of player killers.
