The odd luminous ball is an item obtained as part of the Mod Deg trading sequence. It is obtained by blowing the signal horn in Telos' arena within the Heart of Gielinor after defeating him, which causes a green anima ball to destroy it, resulting in messages saying that "You don't get the firepower you were expecting. The blast shatters your signal horn! Telos must not have enjoyed it."
Inspecting it results in a message saying "You don't remember where you picked this ball up. It occasionally glows faintly. It seems clear to you that this is junk."
A chisel may be used on it to create a cut luminous ball.
