The Off-hand rune crossbow can be received from the Ranged weapons trader in Lumbridge, Falador, or at the entrance to Grand Exchange. It should be noted that if you wield this weapon you cannot equip a shield, since the offhand rune crossbow is wielded in the shield spot. If you are dual wielding and do not have a shield equipped, there may be some abilities that are not accessible to you.
It can be made at level 69 Fletching by using a crossbow string on a rune c'bow (u), giving 50 experience.
