The Off-hand scimitar (class 2) is an off-hand melee weapon in the Stealing Creation minigame. It requires 20 Attack to wield and 20 Smithing to make, by using class 2 sacred clay at a creation kiln. Clicking "Scimitar" gives both a scimitar (class 2) and the off-hand scimitar.
Like all sacred clay items, it can be traded freely between players who are on the same team during the minigame.
