Paper is an item used in the Rocking Out quest.
Paper is given while in Rock Island Prison, obtained when players first talk to guards. The paper can be used with an inky quill to create a confession or a note. The paper can also be used on the full ink bottle to create the inky paper, which also results in an empty ink bottle.
