Phil is an NPC who is located in the Varrock Lumber Yard. He cuts the wood brought by his partner, Will, into logs that can be turned into planks. Besides the ability to be examined he plays no purpose other than decoration.
Phil was added along with the improvements to the Gertrude's Cat quest.
