A Phoenix quill is the second ingredient in creating Phoenix pouches. The three only known ways to get these so far (except by buying from other players or the Grand Exchange) is by completing the quest In Pyre Need, by receiving them in a Challenge bag or by finding one in the "lost and found bag" (after completing the easy desert tasks). After that, a player may challenge the Phoenix with level 51 Slayer each day for 5 more quills.
When these were originally released, the price on the Grand Exchange was set at 3,000 coins each, which soon rose to just under 7,000 coins each.
