Windmill plans is a proposal written by Bordiss for the Power Station at the Dwarven Mines north of Falador. This is found near the end of the Perils of Ice Mountain quest.
In addition to the in-game version of the plans that are briefly handled by players, there is a much more detailed version of the diagram which is provided by Jagex as a desktop/screen saver image including notes written in Dwarvish.
Read plans: The sheets are covered in technical diagrams and mathematical equations. You don't understand much of it, but the largest diagram looks like a windmill.
