The portal is part of the Cavern of Tainted Memories Treasure Hunter promotion. It allows access to the cavern for 2 minutes and 30 seconds once per day. It also allows access with a cavern of tainted memories ticket.

To enter the portal, the player must be wearing no equipment, and only cavern entry tokens and tainted essence are allowed in the inventory.
