An Elven city guard is found at the south and east gates of Prifddinas. When spoken to, the guard states: "I'm sorry but no humans may enter Prifddinas while those criminals are still at large." These "Criminals" could possibly be Tyras's Army or The Black Knights. It is confirmed by Mod Emilee that players will be able to access Prifddinas someday. Elven city guards also confirm that Prifddinas is just a plain field with almost nothing built. This has also been confirmed by the noclip glitch and the Orb of Oculus.
