An Elven city guard is found at the south and east gates of Prifddinas. When spoken to, the guard states: "I'm sorry but no humans may enter Prifddinas while those criminals are still at large." It is confirmed by Mod Emilee that players will be able to access Prifddinas someday.[1]
Elven city guards also confirm that Prifddinas is just a plain field with almost nothing built. This has also been confirmed by the noclip glitch and the Orb of Oculus.
