The Prifddinian musician's robes is a cosmetic outfit that is found in four pieces by pickpocketing the clan workers in Prifddinas:

The complete outfit can be added to the fancy dress box in a costume room of a player-owned house.

It is possible to receives multiples of the same pieces, however once the full set has been stored in the costume room, no further pieces will be received.
