The raider axe is part of the Raider equipment set. It is obtained by talking to Hollowtoof, leader of the goblin raids (with sufficiently high combat levels, around level 65) or by killing him after all the other goblins in the raid are killed. It has stats roughly comparable to an iron battleaxe; while the damage output is the same, the raider axe provides a lower accuracy rating than its iron counterpart does. To wield this you need an Attack level of 8.
Hollowtoof appears to be wielding this axe, along with the Goblin Raiders.
