Rat's papers are a set of five documents stolen from Rat Burgiss by outlaws. To retrieve them, the outlaws must be killed in their camp west of Varrock. Adding the papers to an empty folder will turn it into a used folder then a full folder when all five documents are added. They must be returned to Rat afterwards.
