Rauborn was a barman that worked in the Rat Pits bar, found in the Rat Pits beneath the city of Keldagrim, which was the pit specifically for overgrown cats. He sold stew and beer for a small price.
As he was located in the Rat Pits, partial completion of the quest Ratcatchers, specifically the part after helping Smokin' Joe, was required to talk to him.
