Rauborn was a barman that worked in the Ratpit Bar, found in the Rat Pits beneath the city of Keldagrim, which was the pit specifically for Overgrown Cats. He sold stew and beer for a small price.
As he was located in the Rat Pits, you must have reached a certain stage during the quest Ratcatchers, more specifically in the part after you help Smokin' Joe, to talk to him.
He was removed on April 11, 2016.
